Abstract
This paper conducts a qualitative policy analysis to examine the green transition of Viet Nam’s logistics sector through the lens of the Greenhouse Gas (GHG) Protocol. Drawing on secondary data from policy documents, international frameworks, industry reports, and academic literature, the study analyzes the alignment between national green growth policies, sectoral logistics practices, and GHG-based emission management standards. The findings reveal a persistent policy-implementation gap, particularly in the adoption of Scope 1, Scope 2, and Scope 3 emission management among logistics firms. This gap is largely driven by institutional fragmentation, insufficient financial incentives, infrastructural constraints, and limited technical capacity, especially among small and medium-sized enterprises. By proposing an analytical framework that links GHG standards with logistics practices and trade competitiveness, this study contributes to the literature on green logistics and policy analysis in emerging economies. The paper also provides policy-relevant insights for integrating GHG-based emission management into logistics development strategies, thereby supporting industrial restructuring and sustainable export growth in Viet Nam.
